Egr Valve Vacuum Pipes

hi can anyone help i have a 2.4 petrol voyager and have noticed there is a 4 way tee on the rear of the manifold i think it is the pcv valve but the one adjacent to the egr vacuum pipe is blanked off with a short bit of pipe and a screwdriver bit stuffed in it does any one no if it is meant to be blanked off or if not where would the pipe go if it had one

By design it's not supposed to be blanked, but many folk have found that blanking off the ruddy EGR they find their vehicles run better.
